Snow there, but not here?

Is it colder in Arlington than it is in Washington, D.C.? If not, why the hell did the snow stick to the ground in Northern Virginia but not in the District?

Fires of hell burn a little closer to the surface in DC. Keeps the ground a little warmer. Less chance the snow/ice will stick on a marginally freezing day.

It's just freaking cold everywhere. GRRRR. I'm so not enjoying the dog walks when the wind chill is around 10 degrees or so...
